INTRODUCTION

1.1   BACKGROUND OF THE STUDY

The incessant decline in socio-economic condition of Nigeria has been a major concern to the present democratic government. As a result of this, the present democratic government has laid much emphasis on the establishment of (SAP) structural Adjustment program which rekindled general interest in small scale enterprise sub-sectors of the Nigerian economy and this has foster a direct focus on the sector in very recent years. Generally, recent research findings has made it obvious that small scale livestock if properly adopted and supported will help to solve 75% of the countries existing problems and will foster an increase or improvement in the unceasing (GNP) Gross National Product which Anambra State suffers today.  Problem of unemployment will be minimized been that today millions of graduate were unable to secure a job because of the inability of the government to provide employment opportunity for it’s citizens.

According to the speech of the Central Bank of Nigeria (C.B.N.) Governor, Dr. T. O. Sanusi at the 1999 annual dinner organized by the chartered Institute of Banks in Lagos, in an addendum to government ideas towards boosting small and medium scale livestock in Nigeria, challenged banks to contribute a proportion of their profit before tax annually for the promotion of small industries in Nigeria which will act as a potent policy instrument for economic growth and development of the nation and at the same time encourage the establishment of privately owned enterprise and cob the rate of unemployment in the society.

In line with the foregoing, the choice for the little of this project was made which is the establishment of small scale livestock feed with the idea behind the chosen topic is to make available some useful guideline and appraise various financial schemes and policy initiatives and modalities that will help in establishment of small scale live stock feed mill enterprise.  In addition, vital effort should be made to answer some questions such as what really is small scale industry in the envelope of our under developed economy?  What is the economic significant of small scale industry like the livestock feed mill what are the modalities of developing a small scale industry of that nature.
