POLITICS OF STAFF RECRUITMENT IN AND SELECTION THENIGERIA LOCAL GOVERNMENT SYSTEM: A CASE STUDY OF ENUGU STATE LOCAL GOVERNMENT SERVICE COMMISSION (1999-2010)

ABSTRACT

This research work interrogates the politics of staff recruitment and selection in the Nigeria local Government system: A case study of Enugu State Local Government Service Commission. To accomplish this task, three research questions and three hypotheses were formulated in order to guide the research. The appropriate theory that was used for the work is David Easton`s systems theory. All the data collected were presented in table and analysed in percentages. From the findings of the research, it was observed that Enugu State Local Government Service Commission recruitment and selection are characterised by political interference and favouritism from political class, people are employed not on qualifications and actual needs of organisation but rather on political patronage. The bottom-line of our recommendation on the subject matter is that (i) there is need to engage on massive campaign against all forms of ill administrative behaviour that tend to create room for politicization of recruitment of staff in our public bureaucracies.(ii) There should be strict administrative ethics in checkmating the employment processes in Enugu State Local Government Service Commission.(iii) Effort should be made to restore meritocracy as the basis of recruitment in the Commission and (iv) workshops and seminars should be organized regularly in order to unveil the negative implications of politicization of recruitment and selection of staff in organisation.
