Instead they are hybrid libraries, holding printed and digitized materials and also allowing access through subscriptions to larger digital collections. The emergence and expansion of DLs suggest that these resources will significantly contribute to the learning and information across the world. Today’s library is developing into comprehensive collection of digital content worldwide. Collection development of a digital library involves a strategy to link the information and knowledge divides through library digitization (Ayanbode, 2011). In the developed world, DLs are well established in many institutions of higher education.
