CHAPTER ONE

INTRODUCTION

1.0     Introduction

Immigrant is a person that comes or immigrates into a country who is not a national or citizen of that country, William Blackstone (2012). According to the Act of Nigeria Immigration Service Commission [NISC], an immigrant is an individual who does not have Nigerian citizenship and is not a Nigeria national. The NISC defines a national of Nigeria as one whom, while not a citizen owes permanent allegiance to the Nigeria States. One owes personal allegiance to the Nigeria States if that person has taken an oath of naturalization.

Naturalization occurs when an alien applies for citizenship. They must prove a series of eligibility requirements in order for the Bureau of Citizenship and Immigration Services to certify the naturalization request. Without receiving naturalized citizenship, a person can live in the country for decades without officially becoming a “national.”

Empirical evidence has shown that there is a significance correlation between Nigerian Immigration service and computerized immigrant control system. There was also a claim stated, that Immigration service that has poor system of managing its activities will generally lead to poor service rendering. This is also agreed by Gabriel and Scoot (2009), where they both claimed that an effective immigrant control system will indicate and shape a better way in the general activities of the agency or commission.

1.1                   Theoretical Background

An Immigration information system is a system with the general process and procedures of ensuring that Nigerian Immigration Service can fulfill all tasks required achieving its objectives by way of effectively securing the nation’s boarders and also recording the information’s about all immigrants coming into the country. Peter,(2013).  An immigration information system will also enables the Nigerian Immigration service to improve their services and performance through a process of continuous innovation and concept of immigrant management. A more complete system would include immigrant passport, serial ID, also flexibility and reliability, as well as auditing tools to implement corrective actions in addition to scheduled activities of the commission, creating an upward spiral of continuous improvement to the commission. An immigration information system can be developed in house or outsourced from a software developer. This can be accomplished by outsourcing certain components or the entire system.

 

1.2   Statement of the Problem

There has been several problems facing the existing system of immigration management, these problems include;

  1. Unauthorized access to important immigrant information records by intruders and impersonators
  2. General misplacement of immigrant management materials
  3. Consistent consumption of time in the process of compilation and management of immigrant’s record
  4. Lack of effective database storage mechanism

 

1.3 Aim and Objectives of the Study

The aim of this project research is to develop an immigration information system.

The objective of the study thus includes:

  1. To implement a better way of recording the information of immigrant that comes into the country.
  2. To ensure a secure method that will significantly reduces the high level of insecurity in the country.
  • To design and information that will enhance the services being provided by the Nigeria immigration service personnel.
  1. To implement a system that will present a high storage database mechanism for immigration service.

 

1.4    Significance of the Study

The findings of this research are significant in the following ways.

  1. Unauthorized access of file at immigration office will be reduced.
  2. Unlike the conventional methods that file are prone to decay, data will be effectively secured with new system.
  • The system will be user friendly.
  1. Improved nationality security and existence.
  2. It would help serve as a reference material for prospective researchers.

 

1.5    Scope of the Study

This research   project seeks to examine the design and implementation of immigration information system, a case study of Nigerian Immigration Service, Uyo

 

1.6     Organization of the Study

This research work has five chapters specifically.

  1. Chapter one starts with the introduction, theoretical background, and statement of problem, aims and objectives of the study, organization of research and definition of terms.
  2. Chapter two is concern with the review of related literatures.
  • Chapter three is concerned with the system analysis and design which includes: Research Methodology, System Analysis, Analysis of the Existing System, Problem of the Existing System, Analysis of the Proposed System, Advantages of the Proposed System, and Disadvantages of the Proposed System, System Design, Input Layout, Program Flowchart, and Output Format.
  1. And also Chapter four consists of system implementation and documentation which are system design, diagram, choice of program language, analysis of modules, programming environment, hardware/software requirement and implementation.
