CHAPTER ONE
(GENERAL INTRODUCTION)
1.1 BACKGROUND OF THE STUDY
Within a broad spectrum of cultural and historical variations, crime constitutes the intentional commission of an act usually deemed socially harmful or dangerous and specifically defined prohibited and punishable under the criminal law.
Crime is an unlawful act of “commission or Omission” against the society and is generally the most social problem that have tended to threaten the very good will of the society anywhere in the world than the treat of the nuclear warhead.
What are the causes of crime? Why crime does thrive? Various schools of thought have attempted to answer these questions but failed as no single cause of crime has been satisfactorily identified. However it has been generally asserted that there are factors that induce the existence of crime in the society they include poverty, unemployment, social injustice and inequality (Peter et al, 2006), delinquency, lack of public welfare “flaws in the judicial process” and so on. According to Peter et al (2006) materialism at all cost is another factor that unwillingly induces the incidence of crime. To control the problem of crime. Laws are made to regulate the society. In Nigeria the laws relating to criminal behaviour are contained principally among others in the criminal and penal code of the laws of the federal republic of Nigeria. To help combat crime in the society, the government has put in place various measures in which the prison service is one of such measures which prisoner and suspects are kept in custody until trial of their criminal cases.
1.2 STATEMENT OF THE PROBLEM
The Nigerian prisons are filled with people whose right has systematically been violated. Many inmates have never been convicted of any crime while some are awaiting trials for so many years.
However, the reality is that those in prisons stand a little chance of their right being respected, some could end up spending the rest right of their lives behind bars in appalling conditions without ever being convicted of any country prisons are overcrowded and it causes serious damages to the mental and physical health of thousand of the inmates.
The prisons management information system will be an automated system that is a collection of registers and reports for effective management of the prison. It will eliminate or at least minimize the cases of lost files of inmates and promote equity and justice in the prison services.
1.3 AIM AND OBJECTIVES OF THE STUDY
This work aim at developing a prison management system for the Nigerian prisons services for effective and efficient delivery of services to inmates. The specific objectives of this study include to:

The prison management information system will be limited to the Uyo prison service headquarters. That is how to effectively manage the inmates of the Uyo Prison and not the entire prisons in Nigeria.
