1.0 INTRODUCTION
1.1. Background of the Study
The use of television programme for promoting learning or as a supplement for classroom teaching continues to attract much attention because of the major role the mass media play in the contemporary society. The instructional materials which television provides is oen used in the educational development of student in Nigeria (Nworgu and Nworgu 2008). This constant use of television for instructional purpose has led to the popularization of the abbreviation. ITV (instructional television) among scholars both within and outside the county. The media has also become the recognized story teller of the world. It hasprovided opportunities for governments and private organization to push back ignorance through the promotion of learning in non-formal and informal setting. This fact was recognized by the then Western regional government in Nigeria television (WNTV).
One of the major reason for the establishment of the WNTV was to use television as a surrogate teacher, particularly in rural area where government at the time lack suicient teaching sta to service the free education policy of the western regional government (Schewartz (2005) since then, television has been used in Nigeriaas supplement teaching in both senior secondary and junior secondary school levels. The broadcast media, precisely, television can be used to teach arts, drama, poetry and music and also bring inspiration of teachers artist and scientist into the lives of millions of students who may not have the opportunities to be member of the formal education population,it also bring learning and knowledge to a large member of people and thus becomes a motivation for increase in actual enrollment in many Nigeria schools. Educational broadcasting involves the use of the broadcast media for educational purpose. It is designed for both formal and non-formal education.Extensively educational broadcasting targets people in the non formal setting while intensive educational broadcast is therefore, the process of learning and gaining knowledge to empower community people, promote development and general education.
These goals as noted were based on the realization that media are capable of reaching large population with educational messages which could be packaged in local languages.
1.2. Statement of the Problem
Although scholars have identified the correlation between impact of television programme on educational attainment in the primary school, this implies that Big brother and little Britain are the television programme that cause the most problem behaviour among pupil in school, moreover teacher support staff and school leader said the programme lead to general rudeness in the classroom, with pupils answering back mimicking using retort and catch phrases (mentioned by swearing or using in appropriate language. Based on these the study is therefore going to work on the impact of television programme on educational attainment of primary school pupils.
