1.0 INTRODUCTION
Hypertext Markup Language (HTML) is a system for making up documents with tags that indicate how text in the documents should be presented and how the documents are linked together. Hypertext links are quite powerful Within the HTML mark up scheme lies the power to create interactive, cross-platform multimedia, client-server applications. Such is the World Wide Web (also known as www or just simply, the web)
The website is an interlinked collection of living documents containing formatted text, images, and sound. These documents are organized into web spaces. A website space is typically structured around a home page with links to other pages or documents both inland outside of the web space. A home page functions as a virtual meeting place in cyberspace for the exchange of information.
There are many home pages with information about HTML and the World Wide Web HTML is a language under construction. The continuing development of HTML is conducted on the website in an open process. New tools and techniques appear frequently and are quickly spread throughout the community of web authors. HTML is not a programming language and an HTML document is not a computer program. A computer program is a series of procedures and instructions applied, typically, to external data.
The definition of HTML specifies the grammar and syntax of markup tags that when inserted into the data it Instruct browsers-computer programs that read HTML documents-how to present the document
1.1 BACKGROUND OF THE STUDY
Kogi State Polytechnic was established in 1993, and is located in Lokoja, Kogi State, Nigeria. It is owned and operated by Kogi State. As of 2007 it was accredited by the National Board for Technical Education (NBTE) to give certificates in Art and printing, Business, Engineering, Finance and Science Computing at the National Diploma and Higher National Diploma levels. In December 2009 the polytechnic presented 16 programs for accreditation to a visiting team of NBTE officials, mainly for the new schools of Engineering and Environmental Technology, Applied Science and Management Studies. The Rector said the school had to be able to offer core engineering and technology programs in order to fulfill its mandate.
In October 2005 the Kogi state governor, Alhaji Ibrahim Idris approved disbursement of N80 million to the polytechnic. He announced this at the first convocation ceremony, which covered academic sessions from 1992/93 to 2003/2004 and graduated 21,646 students.
1.2 OBJECTIVE OF THE STUDY
According to the objectives of this project, the aims is to develop a website using HTML and JAVA script that will help the management of Kogi State Polytechnic online information
To develop an interface for Kogi State Polytechnic that offers the main advantage of managing their visitors information To developed and update information of the website into a new and workable generation. Research review journals, periodical and book to obtain background information technical materials and news about the organization trends and development.
1.3 STATEMENT OF THE PROBLEM.
The Major problems faced in terms of using the current system are:
There are many people who are interested in taking a time on watching television, listing to radio stations, or reading news papers is not part of their life, so they will never be aware of the web site. Lack of required equipment for lT inKogi State Polytechnic
1.4 SIGNIFICANCE OF STUDY
The significance of his research is to design a website, the study would be of great benefit to Kogi State Polytechnic as well as the organization, local government, state and the entire country. Also the organization will find this research very relevant and helpful because of its relatedness with the various aspects of their responsibilities. The study will help in getting information, history, about the site.
1.5 SCOPE AND LIMITATION OF THE STUDY
This study focuses on HTML and java script to create a web site for Kogi State Polytechnic, the study will not look at some other website technologies that are not applicable in this area. Like dream weaver, Ms Front page e.t.c
This study will explore several HTML and script for it to see how this language is used to create web page. The study also looks at areas like image optimization, links web hostelry, about the site and other links.

2.0 LITERATURE REVIEW
History of Web Design is inconceivable without a person who has contributed much in its development and is considered to be a leading web usability consultant. His name is Jacob Nielsen. Dr. Nielsen has a computer science Ph.D and is very popular among web designers and web developers. His column devoted to web usability has been published in the internet since 1995 and currently numbers more than 200,000 readers. Being called “the king of usability” (internet Magazine) and “the guru of web page usability” (The New York Times), Jacob Nielsen has developed the main principles which makes a site easy to use. He criticizes Flash, animation and large graphics and gives preferences to plain, easy-to-navigate web site accessible to a common user of the internet. Though Nielson is often denounced for radical views and emphatic remarks, his teachings have gained popularity with the wider design community.
