CHAPTER ONE

THE PROBLEMS AND ITS SETTING

1.1      Introduction

The efficacy of communication rest nearly if not completely on an effectives conveying of intended information and its overall acceptability by the decoders. The message so encoded must necessarily exerts on effect either positively or negatively on the minds of the audience. The audiences is massively scattered whereas the   information itself is not static but dynamic deepening ion the channel of communication used print or broadcast.

Dinze (2005:16) says:

The effectiveness of the mass media is displayed in conveying the intended message to the hallowed and designated audiences communication itself must be such that relays message to the acceptability and ort understanding of the audiences.

What Dinze (2005) emphasizes on is that message encoded through the mass media must assumingly be clearly received and appreciated by the intended audiences. Though the audiences scattered around, the reception of the message relies exclusively on availability at the point of message dissemination, diction choices of language and about all attraction and attention.

Uduaka (1989) says that in a typical organizational set up and chart, information flows extensively either in an upwards or downward trend. Based on this chart, the information that flows form the subordinates officers to the top management centre is said to be upward organizational  information flow on the other hand shows an information variances that moves from the top management to the subordinate.

In the downwards organizational information flow, the subordinates are not given a liberated status of sending information back to the management especially when such messages indicated direct insubordination or negative reaction Ekoh (2000). The workers are large subdued to sending information restriction, probably to protect the organizational management structure from porosity. In an extreme advancement, the reactions, of the subordinates are usually form uniformed angle and viewed as direct resentment.

Miriam (1993:111) remarks thus:

The organizational structure and existing department as well as existing policies determines the method  of information dissemination adopted mostly in public organizations, the upward organizational information flow is used, whereas in the private sector, the downward is usually permissible.

Miriam (1993) continues that depending on the organizational policies, modes and principles adopted information dissemination technique must be such benefiting and  or realizing the aims and objectives of the organization. In that direction Kelvin (2005) says that

The flow of information either in an upward or downward trend offers suitable measures or yardstick of measuring organizational efficiency and productivity.
