MOBILIZING REVENUE FOR COMMUNITY DEVELOPMENT: A CASE STUDY OF URUE OFFONG/ORUKO LOCAL GOVERNMENT AREA
CHAPTER ONE
INTRODUCTION
1.1 BACKGROUND OF THE STUDY
Revenue is a major source of income for the development of any given organization be it governmental or private organization. They are free to carryout any specific development project. The implementation of the organizational programmes depends on the projected revenue accruing to the organization. Akpainyang D. (1989:28).
According to Udo (1988:177), speaking on the topic “problems of revenue mobilization, say the origin of the abolition is traceable party to the politics of the time, and the ideology of some political parties.
Umoren (1994:68) says, revenue must be generated to fulfilled the “public will” as expressed by law. He also said that government are association of people, to mobilized themselves and improved their standards of living through voluntary contributions within the communities.
However, this study focuses on the channels of mobilizing revenue for community development with particular reference to Urue Offong/Oruko Local Government Area of Akwa Ibom State.
Generally speaking, some Local Governments have a very viable economic and revenue base on which the resources are not, harness. The actualization of revenue projection in a given organization depends on the organizations mechanism of mobilization of the revenue generations.
Some Local Government solely depend on grant from state and federal government, some even resort to loan from financial institutions to finance projects which may not be able to pay back. This has called for a great challenge as to why the revenue base of some Local Government dwindle as if they have no base of revenue generation in their areas.
1.2 STATEMENT OF THE PROBLEM
It is observed that improper revenue mobilization has drastically truncated the developmental programmes of various communities, in this contemporary era. This is so because the sustainability of any community development is depended on the Revenue structure or base of such community if properly utilized or managed.
However, it is on this premise that, this study seeks to answers and address these problems on Revenue generation and mobilization in particular reference to Urue Offong/Oruko Local Government Area, thereby suggesting possible ways out.
1.3 OBJECTIVES OF THE STUDY

This research work is geared towards unveiling the ways or avenues for mobilizing revenue for community development in Urue Offong/Oruko Local Government Area.
The result of this work will suggest the possible revenues for generation of more funds or revenue for community development in Urue Offong/Oruko Local Government Area.
1.5 SCOPE AND ORGANIZATION OF STUDY
This study appraises ways of mobilizing revenue for community development in Urue Offong/Oruko Local Government Area.
It organized as follows: chapter one talk about the background, introduction, statement of the problem, justification significant, scope – organization, limitation of the study and Reference.
Chapter two comprises of the literature review, theoretical framework, Hypothesis, Research methodology Definition of key concepts and reference.
Chapter three form Historical – political Evolution, Organisational structure, functions, problems of Urue Offong/Oruko Local Government Area and reference.
Chapter four contain Local Government and Rural Development, sources and legal framework for Revenue Generation in Local Government, sources of local Government Revenue internal sources, External sources, strategies for mobilizing revenue for rural development in Urue Offong/Oruko Local Government Area, problems and prospects of revenue generation and references.
Chapter Five, Summary, Recommendation, Conclusion, Bibliography.
1.6 LIMITATION OF THE STUDY
This study is based on the mobilization of Revenue for the development of communities in Urue Offong/Oruko Local Government Area of Akwa Ibom State. And as such, data collection and pertinent information will therefore be limited to Urue Offong/Oruko Local Government Area where most of the relevant material are collected. This work is so delimited due mainly to time constraint and inadequate finance.
